Drawing the Ammunition from a Quiver, case, or another container is part of the Attack. At the end of the battle, you can recover half your expended ammunition by taking a minute to Search the battlefield.’’
If you use a weapon that has the ammunition property to make a melee attack, you treat the weapon as an Improvised Weapon. A sling must be loaded to deal any damage when used in this way..”
What this means, is that the shortbow 5e is a weapon that contains armed bullets in it, and can use to make a ranged attack with armed weapons in it.

To launch an attack roll, you have to draw the ammunition or the armed bullet from the quiver or other container. If you finished with the attack, you as well recover at least half of the ammunition or armed bullet expended. The recovery of the ammunition can be done through a search in the battle-field

What is Shortbow

The Load of the Shorbow
To load the shortbow weapon with ammunition is not tedious, the loading is a free and simple action that requires the use of the two-hands. As a result of the nature of the weapon, even small characters can carry the shortbow weapon with ease, though with two hands.
Characters Proficient With Shortbow

- Archer Warlord
Bards, blackguards, cavaliers, fighters, rangers, and seekers are proficient with skortbow as well as all other military ranged weapons.
NOTE: The Warlords who choose the Archer Warlord class feature also gain proficiency with all military ranged weapons, including the shortbow. But the Elves gain proficiency with the shortbow as a racial trait.
Characters without Proficiency in Shortbow
