 The Cloak of Protection does virtually the same function as the Ring of Protection.  Both Dungeons and Dragons Mystara items give +1 to Ac and +1 to Saves.  One is rare, the other is uncommon. The funny aspect of it is that you can only have one Cloak of Protection, However, you can have 2 Rings of Protection.

Red Cloak of Protection

Standard

A bright red cloak made of wool and decorated with symbols of trade and prosperity. This is a Darokin-designed garment, both a functional and a statement worn by a trade prince. White Cloak of Protection

Standard.

Attunement:

When tuned, the cloak warms up when the dragon is 120 ft away and you are fascinated with the development of your capital. You get an AC +1 bonus and save your throws while you’re wearing this cloak.

Relic:

Why is this Cloak of Protection an uncommon item?

Based on other magical artifacts and their rareness, it seems that they should be rare: the Ring of Security is mechanically similar and rare. The only possible advantage of the ring over the cloak is that a person can wear multiple rings, but not multiple cloaks.

Armor, +1 is less than the Cloak of Security, offering just +1 to AC. It’s unusual, too.

Notably, Shield, +1, which also gives +1 to AC, is odd.

A +1 bonus to AC seems more powerful than a +1 bonus to attack (all +1 weapons are unusual) and having +1 to save throws makes an object like the Cloak of Defense much more powerful. I would have house-ruled this to be a rare thing, and I would also consider making +1 shields rare.
