Why is this Cloak of Protection an uncommon item?
Based on other magical artifacts and their rareness, it seems that they should be rare: the Ring of Security is mechanically similar and rare. The only possible advantage of the ring over the cloak is that a person can wear multiple rings, but not multiple cloaks.
Armor, +1 is less than the Cloak of Security, offering just +1 to AC. It’s unusual, too.
Notably, Shield, +1, which also gives +1 to AC, is odd.
A +1 bonus to AC seems more powerful than a +1 bonus to attack (all +1 weapons are unusual) and having +1 to save throws makes an object like the Cloak of Defense much more powerful. I would have house-ruled this to be a rare thing, and I would also consider making +1 shields rare.
